One possibility ...

If you go to File - Preferences, and scroll down the Additional options listbox, you will see "Do not prompt when exiting from Notes, Domino Designer/Administrator" (or something similar depending on what you installed). Select that list item (make sure it's checked) and click OK to close the Preferences dialog. Now try to exit. If you can, I think what may have been happening is the the prompt that comes up when exiting was being hidden (hidden dialogs is fixed in a build post beta 3) so the client would not exit. Are you replicating on Exit?
